Germany Removes University Fees – a sharp contrast to British education

University Education In Germany Now FREE!

As we move nearer and nearer to the end of the year, a cheery and spirit-lifting news for all students of goodwill worldwide is now coming out of one of the most-renowned countries for high quality international education - Germany.

All German Universities will be free of charge as of this year. The last German area to remove fees, Lower Saxony, has officially done so, in what promises to be a historic moment for German (and European) education.

A different, more efficient education

Education in most of Europe is already very different from what it is in the US, Canada, or Australia. In several countries from the Old Continent (most notably Scandinavian countries – Sweden, Norway and Denmark) education has been free for several years, and other countries are starting to follow suite.
“Tuition fees are socially unjust,” said Dorothee Stapelfeldt, senator for science in Hamburg, which scrapped charges in 2012. “They particularly discourage young people who do not have a traditional academic family background from taking up studies. It is a core task of politics to ensure that young women and men can study with a high quality standard free of charge in Germany.”
Indeed, the general trend seems to be to reduce or eliminate tuition fees for higher education. The notable exception here is Great Britain. With some exceptions (like for example Welsh Universities being free for Welsh people), the UK tuition fees are starting to rival those in the US. But it seems more logical to treat higher education like an investment in the country’s future, and not like a private company. It seems logical for the government to support higher education from taxes, thus investing in its future.

The alternative, American model has had some success in various stages, but now, the results seem catastrophic – the US has over $1 trillion in student debt, and the number keeps growing, something which accentuates the country’s economical crisis. So, the question which seems to emerge is…

Why do Universities have tuition fees in the first place?

Let’s go back to Germany – why did German Universities introduce tuition fees? The answer is simple, yet unpleasant: because politicians wanted to. Self-proclaimed “modernisers” advocated for their introduction ever since the reunification of Germany. Cultural differences between east and west initially hindered this plan, but in 2005, a court decided that Universities have the right to introduce fees, as long as they are “moderate” and coupled with “the potential for small loans”.

Seven out of 10 states in west Germany introduced fees in 2006 or 2007, and loan companies were lured by the possibility of a new market – student loans in Germany. But the trend didn’t last long, as the German government understood that they have more to profit by keeping higher education free. Now, as of this year, education will be free in Germany, and I couldn’t be happier to report that.

A big part of this decision was the popular movement. In Hesse, for instance, students protested en masse, a citizens’ initiative collected 70,000 signatures, and the ruling Christian Democratic Union party, fighting for re-election in 2008, reversed course in order to retain power. You could argue that politics played a key role here – namely politicians hunting students’ votes; you might be right. The conservative prime minister of Bavaria, threatened with a fee referendum, practically forced his liberal coalition partner into abolishing fees. But the end result is positive, and it’s a clear statement. It’s also an interesting movement from a different perspective: many students from poorer countries in the EU (such as Romania, Bulgaria, Hungary etc) seek better higher education, taking advantage of the EU free movement. However, the expensive lifestyle of Norway or Denmark was often prohibitive. The lesser costs of living in Germany, combined with a bigger economic and industrial sector will almost certainly lure students from abroad, eager to learn and find jobs in Europe’s economical powerhouse. This way, Germany also ensures high competition and an influx of talented young minds – kind of like a brain drain in reverse.

The other end of the spectrum: Great Britain

The situation in the UK could hardly be any more different. Students too protested (at a rarely seen scale) in the UK; there was also a lot of political pressure applied on the government – and yet not only did tuition fees not drop, but they continued to increase. Why is it that a country with such a rich history in education (probably the richest) is so adamant about keeping education expensive?

It’s hard to pinpoint just one cause to this difference; one of the main problems lies in the big disparity between the Universities – sure, England has two of the oldest and most prestigious Universities in the world (Oxford and Cambridge), but there is a big gap between those and the other ones. Not in terms of education level – there are several other universities which can compete with Oxford and Cambridge, but in terms of tradition and social interaction. The UK doesn’t have a university community, they don’t have a developed level of collaboration, not like Germany does.
“England has (after the US) the most highly stratified major university system in the world, the most extravagant and rapidly growing provision of elite private schooling, among the most unequal distribution of opportunity, wealth and income, and some of the lowest levels of social mobility in the developed world, according to the Organisation for Economic Cooperation and Development.”, writes the Times of Higher Education.
Historically, only the rich elite was able to go to higher education. This tradition has carried out for several centuries, with few exceptions. It’s embedded in the people’s minds, and even though many reject that idea now, its imprint can still be felt. Furthermore, both the Labour and the Conservatives have kept education towards the bottom of their priorities, and after the election, the Liberal Democrats infamously betrayed their most prominent manifesto commitment: to eliminate university tuition fees altogether.

The English politicians claim they are realistic – that public financing of education is not, and cannot be sustainable. Yet Scandinavian schools have maintained their higher standards of education easily after this change. The number of applying students has increased, and overall, their results seem to be improving. Meanwhile, America is put in a virtually unsolvable problem of ever rising student loans and economic deficit.

So which camp is right?

As usually, it seems we’ll have to wait a few decades before the results are clear. It seems strange that the two most powerful economies in Europe have such different approaches to education, and yet somehow it seems very fitting. Let time settle which one of these opposite approaches is best. I, for one, know where I’d like to study if I was in that situation

Scholarship Description
The LLM/MPhil in Human Rights and Democratisation in Africa is a unique programme to which individuals from African countries with the degrees listed below and preferably experience in the field of human rights are admitted.

During an intensive one-year course, they are taught by eminent lecturers in the field of human rights and gain invaluable practical exposure. It is the only course of its kind in Africa.

Applications are welcome particularly from students in Africa. Citizens of African countries are the main target group for this programme. Special consideration will be given to African students who can fund their studies. Applicants from Africa who cannot fund therefore qualify for sponsorship consideration if selected for the programme.

Eligibility
Individuals from all African countries are invited to apply for admission to study for the Master’s Degree (LLM/MPhil) in Human Rights and Democratisation in Africa.

Applications are also welcome from other parts of the world and a few students have been admitted from the United States of America, Spain and Finland. However, applicants who are not citizens of an African countries do not qualify for financial sponsorship and must cover all expenses to attend the programme.

Individuals with the following degrees and preferably experience in the field of human rights are admitted:
  • Law students - A degree allowing access to the legal profession (eg LLB or licence en droit)
  • Other students (non-law students) - At least an Honours degree in a discipline relevant to human rights and democratisation
An important new requirement of admission to the programme is that applicants who did not undertake their undergraduate degrees in English are now required to submit test results for the Test of English as a Foreign Language (TOEFL) examination.

Fields of study
Masters level courses in the field of Human Rights & Democratisation in Africa. Instruction is by way of formal lectures and practical exercises.

First semester:
This premier course, the only one if its kind, focuses specifically on human rights as seen from the African perspective. The first semester is spent at the Centre for Human Rights, University of Pretoria, studying the 6 modules.

Second semester:
At the end of the first semester, the class is divided into seven groups, each of which spends the next five months at one of the partner universities where they complete the two modules and/or internships.

Number of admissions
A maximum of 25 sponsored students are admitted to the programme every year. Five (5) additional students may be admitted if they are self-sponsored. The total number cannot exceed 30 students for pedagogical reasons.

Course duration
One academic year (two semesters) - from the end of January to early December

Course benefits
This is the only course of its kind in Africa. And admitted individuals are taught by world eminent experts in the field of human rights and gain invaluable practical exposure.

Emphasis is placed on classroom participation and there is ample opportunity for informal interaction between the students and lecturers. Students can make use of extensive library facilities.

Upon admission to the programme advanced English is provided for students from non-English speaking countries and French is taught to students from English speaking countries. Students who are fluent in both English and French study Portuguese. Admission is on a competitive basis and bursaries are available.

Method of Application
Applicants must be in possession of a first degree in Law (LLB, licence en droit or licenciatura em direito) or a Honours degree relevant to human rights and democratisation.

Besides the 8 modules, students must study French, English, Portuguese or, exceptionally, another elective course.

The course is presented full time over one academic year (two semesters) that runs from the end of January to early December and comprises eight modules.

It’s not just important to put cited material in quotes, it has to be attributed to the journal/paper/book properly in the manner prescribed by your university. Even paraphrased material needs citation. A lack of care in this regard can earn you an accusation of plagiarism, which is the last thing you’d want.

Intentional plagiarism, on the other hand, can lead to a student losing their place with their university. This is a very grave charge.

Your Assignments Must Meet the Defined Criteria
Evaluation of coursework and assignments in British universities takes place along stated assessment criteria.

Universities in Britain have clearly defined learning outcomes and assessment criteria in place to grade students’ coursework. These criteria are laid out in clear writing for all, reiterated at regular intervals, and students are expected to adhere to them at all times. (Here’s one example of a university’s assessment criteria.)

Even if you turn in a brilliantly researched and attributed article, but somehow fail to address any of the key elements mentioned in the assessment criteria distributed in your class by your professors, you will lose out.

Conversely, someone who hasn’t presented their case in a rich language and with detailed research but has met most (if not all) the key points delineated in their professor’s criteria will end up scoring better than you.

It sounds almost unfair but there’s another way of looking at it – the universities need to come up with objective criteria to assess students’ work instead of engaging in subjective assessment of what’s been turned in by the students. Meeting the assessment criteria shows your professors that: a) you care for what you have been told, b) you have demonstrated that all the key elements expected in your coursework have been taken into account, and c) you’ve learnt that which was the main idea behind the course.

Plenty of Free Time
Universities in the UK have leisurely-paced class routines for their students. This is a good thing since learning should never be a chore if it is to really take place.

The idea behind giving students plenty of free time between lectures is to make sure that they do their studies properly and come refreshed for what’s up next. And when the time comes for exams or assignment submissions, their performance is second to none.

However, many students take the three-day classes a week to mean that they can work multiple jobs all over the town on the days they don’t have uni, and miss the importance of giving their best to their studies – the main reason they are in the UK.

While it is important to socialise and network, undertake a part-time job (since the pound is a strong currency and British studies set all non-EU students back considerably) and intern later on, it’s equally important not to forget that you are in a country known to be a centre of learning, and that you should make the most of your time as a student in the UK to emerge richer for the experience.

Registration for the 2014/2015 JAMB Unified Tertiary Matriculation Examination, UTME, for admission into tertiary institutions in Nigeria commenced since 4th November, 2013 and is set to end on 14th March, 2014. The registration website closes Tuesday, 25th March, 2014. Have you applied yet?

JAMB launched its official 2014 UTME Registration Portal since November 2013; and the portal has been active ever since. With the launch, JAMB is set to offer its online Registration Scratch cards to candidates for accessing the e-registration portal.

Registration for the 2014/2015 JAMB Unified Tertiary Matriculation Examination, UTME, for admission into tertiary institutions in Nigeria has started.  JAMB has launched its official 2014 UTME Registration Portal; and the portal is now active. Joint Admissions and Matriculation Board (JAMB) 2014/2015 UTME Application

The Joint Admissions and Matriculation Board (JAMB) invites applications from suitably qualified candidates for admission into Nigeria Tertiary Institutions through the Unified Tertiary Matriculation Examination (UTME) for the 2014/2015 academic session which shall be on Computer Based Test (CBT) with the option of Dual Based Test (DBT) and Paper Pencil Test (PPT).

2.0 Registration Period

2.1 The registration period is 4th November, 2013 to 14th March, 2014 and the website closes on Tuesday, 25th March, 2014.

3.0 General Entry Requirements

3.1 The general entry requirements approved for admission into the First Degree, National Diploma (ND), National Innovation Diploma (MD), and Nigeria Certificate in Education (NCE) programmes in Universities, other Degree-Awarding Institutions, Monotechnics, Polytechnics, Innovation Enterprise Institutes and Colleges of Education are available in the Brochure which accompanies registration materials.

3.2 Please note that a matriculated student in any university is not eligible to sit for the Unified Tertiary Matriculation Examination (UTME) except those who are transferring from foreign Universities.

3.3 Entry by Direct Application (DE)
Applicants with one of the following qualifications may be considered for admission by Direct Entry:
  • A minimum of five (5) subjects passed at not more than two sittings with at least two at the Principal or Advanced level of the G.C.E. and the others, at credit level of the SSCE/GCE, NTC/NBC. No subject shall be counted at both Ordinary and Advanced levels.
  • Two passes at the LIMB Advanced Level Examination or Cambridge moderated Schools of Basic Studies Terminal Examination or Institute of Baccalaureate from recognised institutions with SSCE/GCE, NTS/NBC credits equivalent in three other subjects (SUBJECT TO UNIVERSITY REQUIREMENTS).
  • Passes in two major subjects in the NCE with S.S.C.E, NTC/NBC credits or equivalents in THREE other subjects (mainly for Education Courses). Education may be accepted as a third A’Level subject for those taking courses in Education.

4.0 Change of Courses and/or Institutions.

  • Change of course(s) and/or institutions shall be allowed by the Board after the release of results.
  • The fee for change of course(s) and/or institutions is N2,500.00 (Two Thousand, Five Hundred Naira only).

5.0 Date and Venue for the 2014 Unified Tertiary Matriculation Examination

  • The date for the conduct of the examination is Saturday, 5th April, 2014 for Paper Pencil Test (PPT) and Dual Based Test (DBT). The date for Computer Based Test (CBT) will be announced later.
  • The venue of the examination will be at the candidates’ chosen town during on-line registration.

6.0 Registration Fees

6.1 Registration fee for the 2014 Unified Tertiary Matriculation
Examination is Four Thousand Naira (N4,000) only payable in cash in any of the approved banks listed below:
  • Union Bank Plc
  • Zenith Bank Plc
  • Skye Bank Plc
6.2 Application documents can also be obtained from any of JAMB Offices across the country with Bank Draft addressed to THE REGISTRAR, JAMB and made payable in Abuja.

7.0 Registration Documents.

At the point of purchase of the e-registration scratch cards, the following documents shall be made available for collection by every candidate.
  • Writing Materials and Calculator. These should be kept and brought to the examination centre on the day of the examination.
  • Syllabus for the examination in soft copy.
  • Guidelines on admission (Brochure) in soft and hard copies, detailing list of Tertiary Institutions and available programmes of study.
7.1 Please note that the items listed above are at NO EXTRA cost to the candidates.

8.0 Registration Centres

  • The Board has obtained the list of accredited cyber-cafes throughout the country from the National Communication Commission (NCC).
  • All cyber-cafe owners who are interested in the UTME registration exercise should visit JAMB’s website for necessary documentation.
  • Documentation of cyber-cafes is compulsory as it is being introduced to prevent fraudulent practices that can jeopardise the interest of the candidates.
  • Candidates are advised to register at such cyber-cafés only for a fee not more than Seven Hundred Naira (N700.00).

9.0 General Information

  • The registration fee, once paid is not refundable.
  • Registration for the Unified Tertiary Matriculation Examination (UTME) is On-line (via internet) and all applicants are advised to register by themselves. All required information must be provided.
  • Applicants are advised to read and understand the instructions on how to complete the on-line registration before visiting any cybercafé that has flatbed scanner or digital camera to handle passport photograph capture.
  • Candidates should study the guidelines on admission before registration.
  • Candidates who damage or lose their scratch cards before registration will have to purchase another scratch card.
  • Multiple entries are not allowed. Candidates who register more than once will have their entire results cancelled.
  • Candidates should note that their uploaded image or photograph will be embossed on their result slips and admission letters.
  • Candidates can access the Board’s website on www.jamb.org.ng for registration using the registration scratch card. Registration can be done on the website at anytime within the stipulated registration period through any of the accredited and authorised internet cafes.
  • Candidates are to note that irrespective of their choice of course of study or method of testing, they will also be tested on these two general books.

Be informed that JAMB-accredited registration centers have been mandated NOT to charge more than N700 from candidates. This amount includes printing of 2 copies of your e-slip. According to a statement on the official JAMB website:

  2. Candidates should note that Examination Town cannot be changed after you submit your form. Do not make any mistake here!
  3. You will require a JPEG passport to be scanned or digitized. The passport should not be older than three (3) months. You are advised to test the validity of your passport photograph before proceeding with your registration.
  4. Candidates will be required to have a working email address to successfully complete their registration and get additional information from JAMB. You may get a FREE email address from www.gmail.com or www.yahoo.com. Both of them are free, Gmail.com may require that you confirm a code. Gmail will call your cell phone number and give you 6 or 7 digit code to enter in a box they will provide, after which your account will be activated.
  5. Candidates should note that they will NOT be able to change their Names, Date of Birth, Origin and Gender after submitting their application.

JAMB UTME e-Registration New Closing Date

Registration for the 2014/2015 JAMB UTME exam for admission into tertiary institutions in Nigeria commenced since 4th November, 2013 and was initially set to end on 14th March, 2014. Also, the registration website was scheduled to close on Tuesday, 25th March, 2014. JAMB has announced new dates.

The Joint Admission and Matriculation Board, JAMB, announced few days ago, via its website, that the closing date for registration of its UTME exam, initially set to 14th March, has now been moved to Sunday, 9th March, 2014.

JAMB has changed this closing date without offering any explanations on its official website. Visit official JAMB website here.

Interested candidates who are yet to register are therefore advised to do so before the new closing date.

PPT and DBT Exam Dates Announced

In the same vein, JAMB has via its official website also announced, thus confirming, the date set forward for its Paper Pencil Test (PPT) and Dual Based Test (DBT).

The PPT and the DBT Examination Date is set for Saturday, April 12, 2014. Time is 6:00am.

With the new 2014 JAMB UTME registration closing date, applicants are well advised to quickly complete their registration.

The Nigerian Defence Academy (NDA) was established on 5 February 1964 in response to the defence needs of independent Nigeria to train officers for the Armed Forces of Nigeria. Before then, the institution was known as the Royal Military Forces Training College (RMFTC). After independence in 1960, it became known as the Nigerian Military Training College.

Eligibility
The requirements for the various programmes are as follows:
  1. Master’s Degrees: Candidates applying for the part time Masters programmes must possess a Bachelor degree with a minimum of Second Class Honours (Lower Division). Candidates with Third Class degree or Higher National Diploma must also possess a Postgraduate Diploma in a related discipline from any recognised university to be eligible for admission. HND candidates must possess a minimum of Lower Credit to apply.

  2. PGD Programmes: Candidates applying for the Postgraduate Diploma programme must possess a Bachelor degree from the Nigerian Defence Academy or any other recognised university, or a Higher National Diploma.

  1. The International Undergraduate Science and Engineering Scholarship
    This is for overseas fee paying applicants who have been offered a place on an undergraduate degree programme. Applicants must be self-funding, new to the University of Leeds, enter onto level 1 and classified as international for tuition fee purposes and not be in receipt of any other University of Leeds award. All of the science rated undergraduate courses are eligible.
    The award is worth £2,000 per year (with a maximum of £8,000) subject to satisfactory progression. Students must achieve a yearly attainment percentage of 60%. The scholarship will be withheld in a year where a student fails to achieve 60%, but will be reinstated the following year if the student's performance recovers to 60% or over.

  2. The Excellence in Mathematics Scholarships
    This is for overseas rated fee paying students with outstanding qualifications. Each scholarship is worth a £3,000 one-off payment. All of the single honours mathematics degree courses at the university are eligible, including:
    BSc Mathematics (G100), BSc Mathematics with Finance (G1N3), BSc Actuarial Mathematics (NG31), BSc Mathematical Studies (G150), and BSc Mathematics and Statistics (GG13).

  3. The Business School International Scholarship
    This is for overseas fee paying students who demonstrate achievement. The award is available for all Business School undergraduate degree courses. The scholarship's worth is up to £7,500 in total, with a £2,500 a year towards tuition fees, subject to satisfactory progression.

  4. The Business School International Schools Excellence Scholarship
     This scholarship award is for the following students:

    • Applicants who are either completing the Warwick HEFP at Stratford Upon Avon College or the Stratford Upon Avon College IFP – two scholarships

  5. The Leeds University Business School Approved Pathway Scholarship
    This is for overseas fee rated students from Northern Consortium UK (NCUK).
    There are six scholarships for International Foundation Year (IFY) students. The minimum requirements are a B in English for Academic Purposes (EAP) and AAA in the remaining subjects.
    There are also four scholarships for those studying for the International Diploma. The minimum requirements are a B in English for Academic Purposes (EAP) and plus 75% overall.

  6. The Leeds University Business School International Foundation Year Scholarship
    This is for overseas fee rated students on the University of Leeds International Foundation Year (IFY). To be considered you must achieve a minimum overall average of at least 75% on the Leeds IFY with no single module below a grade B. All of the single honours Business School undergraduate degree courses are eligible; and the worth is up to £7,500 in total with a £2,500 a year towards tuition fees, subject to satisfactory progression.

    This scholarship is for overseas fee paying students from specific countries. All of the single honours law school undergraduate degree courses are eligible. The worth is a £1,500 one-off payment.

  8. The School of Law International Undergraduate Merit Scholarships
    This is for overseas fee paying students in years 2 and 3 of their undergraduate programme who achieve the required level in their previous year’s study. All of the single honours law school undergraduate degree courses are eligible. The worth is up to £3,000.
